Whether it\u2019s a ploy or a plea for help, we should be concerned<\/p>\n<p>Watching the opening day of the US Senate hearings on AI brought to mind Marx\u2019s quip about history repeating itself, \u201cthe first time as tragedy, the second as farce\u201d. Except this time it\u2019s the other way round. Some time ago we had the farce of the boss of Meta (ne\u00e9 Facebook) <a href=\"https:\/\/www.cnet.com\/news\/politics\/some-senators-in-congress-capitol-hill-just-dont-get-facebook-and-mark-zuckerberg\/\">explaining to a senator<\/a> that his company made money from advertising. This week we had the tragedy of seeing senators <a href=\"https:\/\/www.c-span.org\/video\/?528117-1\/openai-ceo-testifies-artificial-intelligence\">quizzing Sam Altman<\/a>, the new acceptable face of the tech industry.<\/p>\n<p>Why tragedy? Well, as one of my kids, looking up from revising O-level classics, once explained to me: \u201cIt\u2019s when you can see the disaster coming but you can\u2019t do anything to stop it.\u201d The trigger moment was when Altman declared: \u201cWe think that regulatory interventions by government will be critical to mitigate the risks of increasingly powerful models.\u201d Warming to the theme, he said that the US government \u201cmight consider a combination of licensing and testing requirements for development and release of AI models above a threshold of capabilities\u201d.
