Will it be the billionaire megalomaniac tycoon who <a href=\"https:\/\/www.theguardian.com\/technology\/2023\/sep\/07\/elon-musk-ordered-starlink-turned-off-ukraine-offensive-biography\">meddles in international crises<\/a> as if they were video games loaded on to his personal propaganda console? Or the authoritarian superpower that likes digital technology best when it enables more efficient and ruthless social engineering and <a href=\"https:\/\/www.theguardian.com\/law\/2020\/jan\/15\/orwellian-china-silencing-dissent-at-home-and-abroad-says-human-rights-chief\">political repression<\/a>?<\/p>\n<p>Neither is the answer \u2013 and thankfully, other options are available.
